1: Start with a flat top on your cupcake.
2: Add a strip of parchment paper, leaving 1/3 uncovered.
3: Gently press it into blue sanding sugar or sprinkles.
4: Peel off the parchment paper.
5: Use piping tip 46 to pipe a red line across the bottom of the hat.
6: Use piping tip 18 for a bobble.
7: Pipe the eyes onto parchment paper using white candy/melting chocolate, then add two black dots using food colouring.
8: Etch the mouth into the buttercream using a cocktail stick.
